National Director, World Vision South Africa

PURPOSE OF POSITION:

Strategically lead, develop and direct the implementation of all aspects of World Vision South Africa Ministry as an effective member of the Partnership in line with Twin Citizenship principles to ensure high Ministry quality and high impact in the field; be accountable for all of aspects of WV’s work in the country.
Successfully lead the change process of World Vision South Africa’s transition from a funded entity, to a wholly self-sustainable office, responsible for its own fund raising.

KEY RESPONSIBILITIES:

Ensure that the office has a high quality Christian Commitment strategy and an operations plan that is appropriate for the country context. That country strategy is aligned with WV global strategy and WV South Africa Board expectations.

Ensure accountability for the implementation of effective ministry to all key stakeholders. Ensure a relevant, timely and accurate flow of management and operational reports according to programme objectives and standards and to meet reporting standards of the support and donor partners, the Regional and Partnership office (as specified in the Covenant of Partnership) and local partners.

Ensure organisational sustainability by leading and Managing WV South Africa team in a way that facilitates a high performance culture, open trustworthy relationships and integrity.

Promote a culture of learning and development, employee engagement and good stewardship of human capital in the office.

Represent WV South Africa by engaging and building strategic alliances with the government of the
country ,WVSA board, major donor agencies, WV Partnership non – governmental
Agencies, churches and media.
Ensure efficient and effective organisational practices that result in successful financial and operational audit scores.

Manage overall financial integrity of the programme to WV Support Offices, donors, the government and other stakeholders.
Ensure action planning and execution to resolve audit findings in an agreed and timely manner; Undertake appropriate reporting of audit results and action.

Maintain, and regularly review security and safety plans and protocols (security manual, evacuation plan, Disaster Preparedness Plan, and risk assessments at national and Area Program levels and ensure understanding and compliance by all staff and visitors.

Monitor the implementation of peer review recommendations.
Ensure that the entity functions in a complementary, cohesive manner where the principles of interdependence and twin citizenship guide the contribution made to the Partnership and the use of WV Partnership resources.

Operational Leadership and Stewardship Excellence:
Lead the development and execution of the country strategy through programme approaches and operating plans with clear, measurable short-term and long-term targets.

Ensure country strategy is aligned with Regional and WV global strategic priorities and country Board expectations.
Ensure that key Ministry and support functions are strategically aligned and appropriately included in the National Office (NO) strategy.

Ensure organisational sustainability by ongoing predictive success planning (funding, Ministry, organisational development, leadership pipeline, leadership development).

Lead and manage World Vision South Africa team in a way that facilitates a high performance culture, open trustworthy relationships and integrity; Promote a culture of learning and development, employee engagement and good stewardship of human capital in the office.
Ensure implementation and compliance to Partnership Performance Management Standards and Principles, while seeking to implement Performance Management guidelines on reasonable level.

Ensure excellent standards in the management of the human, financial, capital and technical resources of the organization, which includes inspiring and setting high standards of work and clear performance indicators and accountability to stakeholders.

Ensure effective stewardship and accountability of WV and other donor resources, finances and people, consistent with performance standards established by the WV South Africa Board of Directors.

Have overall responsibility for assessment of risks and the development of risk management planning to mitigate risks to NO operations, staff, assets and programmes.

Ensure organizational compliance to the “country” Government standards and laws for WV operations in the country.

Humanitarian Emergency Affairs (HEA):
Develop and maintain capacity to respond to natural and man-made emergencies.
Collaborate with HEA Regional Director in determining the appropriate level of emergency response in country.
Oversee relief efforts, as and when they arise and work in partnership with HEA response teams. Build in-country relief response capacity to ensure adequate disaster mitigation, management and response.

Financial Management and Financial and Operational Audit Compliance:
Ensure the office compliance to local legal requirements and standards; Represent World Vision South Africa in courts, if required.
Ensure and oversee proper mechanisms for Child Protection and other WVI Standards and Principles implementation.
Ensure efficient and effective organizational practices, that result in successful financial and operational audit rating.

Risk Management and Security:
Ensuring the organisation and the Board is equipped to optimise risks toward achieving country strategy through a robust Enterprise Risk Management (ERM) policy, framework, and monitoring mechanism.
Maintaining complete accountability to the Board and Regional leadership on the management of risks facing the organisation.
Validating the levels of risks through a rigorous risk-based integrated audits and report to the Board.
Maintaining, and regularly review security and safety plans and protocols and ensure understanding and compliance by all staff and visitors.
Ensuring staff safety and orientating staff to the management of potential risks related to operation especially in restricted context.
Liaising with other international organisations to collect information about the security environment and, where appropriate, discuss joint responses to security threats

Required:
Minimum Qualification required: Master’s degree in Management, Social Sciences or equivalent.
Experience: At least 8 years’ senior management experience, including 5 years’ in a proven Sales and Marketing role with ambitious sales targets, with overall responsibility for growing the sales portfolio of a profit or not-for-profit company and 5 years’ experience in Governance.

Director of Global Investigations

PURPOSE OF POSITION:

The Director of Global Investigations will develop and implement a Global investigation strategy, fraud risk assessment policy, and fraud risk assessment dashboard, as they lead and direct the investigation teams. This will be done through the identification of fraud red flags, as the group plans, organizes and manages all investigations of alleged and actual fraud (i.e. misappropriation, embezzlement, corruption, severe misconduct, mismanagement, misuse of resources, or abuse of authority.) These activities will be done through careful collaboration with key stakeholders such as Global Centre (GC) and Regional Legal Counsels, People & Culture (P&C/HR), Support Offices (SOs), Regional Leaders (RLs), National Directors (NDs) on a need to know and do basis.

This position works to mitigate risks to the successful implementation of World Vision International’s (WVI) 2030 Strategy through careful analysis of ongoing trends in fraud and corruption, and proactive assessment of WVI’s policies and procedures that combat these issues.

The incumbent will provide technical support, oversight and direction of investigations of fraud against the Partnership while sharing results with key stakeholders, including Senior Management Teams and Audit/Risk Committees, and will ensure the growth and development of staff under his or her direction.

KEY RESPONSIBILITIES:

Audit Investigations and Communication:
Oversee and/or conduct fraud investigations in accordance with Association of Certified Fraud Examiners (ACFE) and internal policy standards as leader of the Global Fraud Investigation Team to promote Global Internal Audit (GIA) vision, mission and strategy.
Prepare and present timely, factual, and complete reports on fraud allegations and trends as well as pending and completed investigations and follow up actions to the Certified Audit Examiner (CAE), Partnership Leaders, and the audit and risk committee of the WVI Board.
Ensure that all reported fraud allegations are shared with GC Legal, entered into the Integrity Protection Hotline (IPH) or Integrated Incident Management (IIM) system, and communicated to the necessary support offices, donors, and local authorities, when required, in accordance with WVI’s Anti-corruption Policy and GIA Investigations Protocol.
Provide in-depth analysis on key fraud statistics, recurring trends, emerging risks, and other elements that will allow proactive mitigation of future fraud risks to the Partnership.
Where appropriate and necessary, this position will identify, engage and manage internal and external experts and ensure that investigation services are rendered in accordance with the ACFE Standards, WVI’s Ant-corruption Policy and GIA protocols.

Policy Development and Strategic Vision:
Develops global investigation strategy and fraud risk assessment dashboard to assist in the timely deterrence, detection, prevention, investigation and reporting of fraud.
Leads and continues to build the capacity of GIA Investigations by establishing a credible system for ensuring independent and objective investigations of fraud allegations across the Partnership.
Enforces investigations protocols and procedures, including policies, timelines, roles and responsibilities for initiating and conducting investigations of alleged fraud while forwarding allegations of misconduct, mismanagement, waste of resources and abuse of authority to business owners with respect to the principles of confidentiality, objectivity, and impartiality.
Responsible for providing and supporting ongoing fraud detection and awareness training to WV entities to combat fraud and capitalize on lessons learned.

Staff Development and Training:

Establish succession and career advancement plans, including Christian commitment and spiritual development for direct reports and ensure that the same is done for their direct reports; guarantee that all staff in the reporting line obtains at least the annual minimum amount of continuing professional education (CPE) credits to maintain their professional certification(s).
Ensure that an effective training and capacity development strategy exists for all GIA’s Investigation staff through effective capacity building and training programs that address soft and leadership skills and technical competencies.
Ensure work-life balance is achieved through appropriate allocation of workload for GIA staff having a good productivity analysis.

KNOWLEDGE, SKILLS & ABILITIES:

Bachelor’s degree in accounting, finance, criminal justice, or related field or law degree

Regional Security Director, Southern Africa

PURPOSE OF POSITION:

The main purpose of this role is to provide security and crisis leadership for the region that is informed by an understanding of the complex operating context to help the organisation deliver programmes, respond to changes quickly and systematically manage security risks to an acceptable level. The work involves contributing to the creation of an adaptive and resilient organisation that is prepared for, responds well to, and recovers quickly from adverse events using a ‘continuous improvement’ approach. A secondary purpose includes providing support and thought leadership as a member of the global team, including providing surge capacity and acting as Operations Director when needed. Importantly, this role is tasked with seeing the bigger picture, thinking collaboratively and taking action.

KEY RESPONSIBILITIES:

Strategy Development:

Lead the development and implementation of the regional security strategy and business planning and contribute to global security strategies, priorities and plans ensuring that strategy concerns of the region are integrated. Active involvement as a member of the regional senior leadership team. Work closely with security managers and senior leadership teams to ensure security strategies for national level entities and responses are appropriate and aligned with regional and global priorities. Collaborate with the other regional functions and entities to ensure a joined-up approach.

Technical Support:

Provide technical advice and support to the Senior Director of Operations, Regional Leader and regional leadership team on security and crisis management issues and their likely impact on World Vision operations. Deliver oversight of security prevention, preparation, response and recovery activities, particularly in insecure complex humanitarian environments and to counter threats emerging from changing political, social and economic situations.
Give guidance on security recruitment in the region and provide leadership and development opportunities to security teams. Provide technical support and oversight of security risk assessment, incident case management, investigations and provision of after action reviews/lessons learned exercises and conduct security investigations for complex and serious cases. Work with national and regional senior management to ensure security budgets are in alignment with the assessed level of risk.

Operational Support:

Engage as part of the Regional CMT and provide sound technical leadership in managing critical incidents in the region and provide input to the regional senior management team in crisis management situations and reviews of critical incidents. Review Security Risk Ratings with OCS Analysis Unit and assist in the development of mitigation strategies with offices that are compliant with WV’s Core Security Requirements. Ensure that national offices have developed security, evacuation and contingency plans in alignment with the Core Security Requirements and Security Risk Assessment. Monitor regional security incident reporting and ensure the appropriate dissemination of information during emergencies.

Support crisis management and business continuity including impact analyses to accurately define critical time-sensitive security activities and assist the design, development, and documentation of work area recovery plans. Manage ‘surge capacity’ requirements for critical incidents that are beyond the scope of national offices and manage the escalation process. Support civil-military-police relations and profile management and ensure the use of HISS-CAM to inform decision-making while balancing the tensions between humanitarian principles and operational execution. Provide oversight and thought leadership on risk reduction efforts in response to transportation incidents causing serious injury and death.

Capacity Building:

Coordinate assessment, development and implementation of regional capacity building plan for security management based on regional and national program Security Risk Assessments. Engage with national offices and regional programme directors to raise the awareness of security management in alignment with World Vision security policies and standards. Identify, share, facilitate access to security tools, resources and materials as well as learning and support opportunities for national offices. These may include facilitating, conducting training, engagement of trainers, establishing institutional links and identifying opportunities for staff exchange or mentoring. Identify security training needs to operate in complex high risk environments including Security Risk Management Training for leadership teams and assist with workforce planning to ensure fully qualified capacity is available when required.

Develop security managers to be highly competent in delivering Security Context Analysis, Security Risk Assessments, and developing context specific Acceptance, Protection, and Deterrence Strategies. They also need good cross cultural communications skills and coordination skills to work with various forums and key security stakeholders. Consult on the initial stages of program assessment and proposal development to ensure that an end-to-end security solution can be developed and adequately resourced. Operational security planning will affect programmatic decisions, including logistics, budgeting and capacity building.

Knowledge Management:

Lead the process of continuous learning on international best practice in security management and identify tools and processes that can be implemented into World Vision operations in the region. Encourage mutual learning on security management issues within the region and globally. Conduct security analysis to identify emerging organisational security needs and solutions within the changing humanitarian landscape. Ensure security policies and practices are informed by industry research and are in alignment with organisational standards, legal considerations and international best practice. Oversee the application of acquired learning, research findings and technological advancements to the operating strategy.

Facilitate formation and coordination of regional security forum/network that promotes the embedding of security management in all layers of World Vision’s programmes. Facilitate the documentation of best practices and contribute to the community of practice and centre of excellence. Provide a macro view of the region’s security context to assist threat identification and planning. Map armed actors and develop potential scenarios. Provide ongoing strategic and situational awareness to recognise shifts in the security environment quickly and adjust operations accordingly.

Quality Assurance:
Review minimum-security standards in the region and promote alignment with World Vision’s Core Security Requirements. Support and advise national offices in observing the appropriate security standards in accordance with the country risk rating. Support the Regional Leader in addressing ministry quality issues and needs related to security. Review each National Office annually to ensure the strategy remains appropriate, and that it is being implemented in a way that maximises the safety of staff and assets. Maintain effective management reporting on security metrics and leverage data from OCS and across the organisation for continuous improvement and prioritisation.

Internal & External Liaison & Coordination:

Act as a strategic link for regional security connecting national offices, support offices and global centre. Liaise with the World Vision security network on regional security issues and provide analysis on the potential impact on World Vision operations. Participate and actively contribute in the partnership forums, working groups and networks related to security management. Work with other members of the regional functional groups so as to ensure that they are adequately aware of potential security issues. Work closely with and as a member of the Office of Corporate Security so as to promote mutual learning, support and accountability. Identify and develop strategic regional security networks to share information on security issues affecting humanitarian operations in the regional area. Liaise with external security networks (UN, INGO’s, Embassies, etc) on global and regional operations.

Required:

A least 3 years or work related experience in the professional security, resilience, business continuity, NGO or UN working at international level with international agencies, INGO’s, governments, military, law enforcement or private sector in a leadership role.

Effective communication in Portuguese or other regional languages an advantage.

Work Environment:

The position requires ability and willingness to travel domestically and internationally up to 30% of the time and includes travel to high risk locations with minimal notice.

Role will require successful completion of Hostile Environment Awareness Training provided by employer.

Depending on location the position may require home based working with some unsociable hours due to global coverage and online meetings.

Will be expected to manage high stress security events.
Flexibility in work hours is expected.
